Did you have to choose the option online? If not then it is an online only program, no need to apply for study permit, at least for the whole time of the program. Maybe for your certificate and it will eventually be a tourist Visa Secondly if the program is onsite but will be online for the a time because of COVID, then it really has no effect on your permit, when the time comes you go ahead and apply, but be aware that it has no advantage or disadvantage when you apply for PERMIT!
