Can I send in my application for my Canadian study permit when I have?
If you are confident to get the study permit approval and your DLI accept to continue your classes without study permit you can apply for study permit and continue your class. Also make sure with your DLI that what is the refund policy if refusal comes out during continuing courses. If you feel that it will incurred too much loss for you better go for deferral. I want to share my experience for better understanding: I applied for SP on 13 january 2021 in the same day my courses begin. My DLI permits me to continue the class without SP. Luckily, my study permit approved later. However, my DLI told me that they would refund my tuition for unsuccessful study permit later. I was desperate to start my classes, I started with risk and I became successful. Best of luck.
